A work permit exceeded reasonable time

Thank you for making a stage to talk our stressful situation. I am already in Finland and last September ( 2020) I applied for a residence permit based on work. TE-Palvelut has maid their own decision on last November (2020). After then processing stage changed to In progress [Migri]. But the matter is, it is still processing. In their website they mentioned it will take maximum 4 months.

But, now I am looking for 8 months without work. They said issuing press releases they got less applications due to the corona pandemic. If it is , what they do. Every time if we ask them, they are busy. I think this is the worst immigration service I have ever seen.
