Spouse visa delayed

I and my colleague spouses have applied for Finnish visa/RP in 2019. Both were called for 2nd interview in Feb/March 2020 which acc to #Migri is an obligatory for every Pakistani applicant's wife/husband and there is no exception. But now after more than 1.5 years, my colleague's spouse got RP WITHOUT 2nd interview But we're still waiting.

It's a clear discrimination of their own rule.
